Harris County Down Payment Assistance (DAP), 2026

Harris County's Down Payment Assistance Program gives qualifying first time buyers up to $40,000 for a home in unincorporated Harris County. It is a silent second lien with no payments, repaid only if you sell, rent out, transfer or refinance during a 5 year (under $25,000) or 10 year ($25,000 to $40,000) affordability period. Household income must be at or below 80% of area median income, the price cap is $285,000 for an existing home or $296,000 for new construction, and the minimum credit score is 580.

AmountUp to $40,000 per household (program year 2026, effective November 18, 2025, raised from $23,800). The cap includes required eligibility items: a 3 year home warranty up to $1,800, one year of flood insurance up to $3,000, one year of homeowner insurance with wind and hail up to $5,700, an elevation certificate up to $500, HOA coverage up to $1,500, and the title policy. After the maximum of those items, about $27,100 is available for down payment, prepaids and closing costs.

How it stacks with other help

The county does not publish whether its second lien may sit behind another program's second lien, so treat layering as a question for the county, not a plan. What does work cleanly is the first mortgage choice: FHA at 3.5% down leaves the county money for closing costs and prepaids, and a seller concession of up to 6% on FHA can cover what the county award does not reach. How to apply

  1. Check the two maps. The home must be in the county's service area (unincorporated Harris County, not the City of Houston) and in a qualified census tract. The county publishes both maps; an address either passes or it does not.
  2. Take the 8 hour homebuyer course. A HUD approved homeownership education course and a budget worksheet are required before the county funds anything.

  4. Bring the minimum contribution. $1,000 of your own money, liquid assets of no more than $30,000, and a front end ratio at or below 39% with a back end ratio at or below 42%.
  5. Close with the county's second lien. The award is sized to what you need for affordable ownership, not a flat $40,000, and the affordability period starts at closing.
