Property taxes in The Woodlands are moderate by Houston standards. The effective rate is typically 2.10% to 2.40% depending on village. There are no MUD taxes in most established Woodlands villages (Creekside Park West is an exception with some MUD overlay).
HOA fees in The Woodlands are higher than typical Houston suburbs. The Woodlands Township charges a base assessment of approximately $500 to $600 per year. Individual village associations add another $400 to $1,500 per year depending on the village and amenity level. Total annual HOA costs of $1,200 to $2,400 are normal.
These HOA fees fund the trail system, community pools, park maintenance, and deed restriction enforcement. The value you get for the HOA dollar in The Woodlands is significantly higher than in most Houston subdivisions.

What Makes Spring Attractive
Spring is not a single community. It is a large unincorporated area of northern Harris County and southern Montgomery County that encompasses dozens of subdivisions, master planned communities, and older neighborhoods. Klein ISD competes directly with Conroe ISD (The Woodlands) in academic performance. In some years Klein outperforms, in others Conroe edges ahead. For practical purposes, both districts offer excellent public education. The difference in home prices between Klein ISD and Conroe ISD (Woodlands) zoned homes is $50,000 to $150,000 for comparable properties. That price gap makes Klein ISD one of the best values in the Houston metro.
Some Spring neighborhoods are zoned to Spring ISD rather than Klein ISD. Spring ISD has improved significantly in recent years but does not carry the same reputation as Klein ISD. The ExxonMobil Spring campus (located off I-45 and the Hardy Toll Road) is the largest single site employer in the north Houston corridor. It drives significant rental and purchase demand in Spring and The Woodlands. HP Enterprise, Southwestern Energy, and ABS Group also have major offices in the Spring area.
For employees of these companies, Spring offers a 5 to 15 minute commute, compared to 15 to 25 minutes from most Woodlands villages. That daily time savings adds up to hundreds of hours per year.

The 10 to 15 minute difference may not sound like much, but over 250 work days per year, that is 80+ hours of additional time in the car for Woodlands residents. For dual income families where both spouses commute south, this adds up fast.
The Woodlands partially offsets this with stronger local employment. If you work at one of The Woodlands' corporate offices (Huntsman, Chevron Phillips, Anadarko/Oxy), your commute may be under 10 minutes. Both The Woodlands and Spring experienced flooding during Hurricane Harvey in 2017. Here is what you need to know.
The Woodlands
Most Woodlands villages have excellent drainage infrastructure. However, properties near Spring Creek (southern boundary) and the San Jacinto River experienced significant Harvey flooding. Grogan's Mill and parts of Panther Creek closest to these waterways had the most issues. Newer villages (Creekside Park, Sterling Ridge) had minimal flooding.
Spring
Spring's flood risk varies dramatically by subdivision. Communities near Spring Creek and Cypress Creek experienced heavy Harvey flooding. Gleannloch Farms, which sits between Cypress Creek and Spring Creek, had localized flooding in some sections. Newer communities built to post Harvey drainage standards (Spring Trails, Harmony) have minimal flood risk.

The Woodlands
New construction in The Woodlands is limited to Creekside Park West and a few remaining lots in Creekside Park. Prices for new builds start in the mid $400,000s and go well above $800,000. Builders include Toll Brothers, Taylor Morrison, and Perry Homes. Lot availability is shrinking every year as The Woodlands approaches build out.
Spring
Spring has significantly more new construction inventory. Communities like Harmony, Spring Trails, and newer sections of Gleannloch Farms offer new homes starting in the low $300,000s. Spring has actually outpaced The Woodlands in price appreciation over the past decade. My Recommendation
Here is my honest take after 20+ years of helping families buy in both communities.
The Woodlands is worth the premium if you can comfortably afford it and you value the lifestyle. The trail system, the Waterway, the community events, and the overall quality of life are genuinely special. It is one of the best planned communities in the country, and it lives up to the reputation.
But if buying in The Woodlands means stretching your budget to the breaking point, sacrificing retirement savings, or living paycheck to paycheck, it is not worth it. Spring gives you 85% of the same quality of life at 60% of the cost. Klein ISD schools are excellent. The newer Spring communities have great amenities. And the commute is shorter.
